WHR Capability Framework Assessment

The Winnipeg Health Region (WHR) Capabilities Framework identifies the capabilities and essential behaviours for successful performance at all levels in the organization. Capabilities provide a means of looking at what someone does and the behaviours describe how they do it. The capabilities and behavioural descriptors provide employees and the organization with focus, consistency, and a systematic way to assess key behaviours that lead to success and meet the organization’s goals.

The WHR Capabilities Framework Assessment allows you to assess the frequency with which someone (you or another person) displays each behaviour at the relevant level of leadership. Assessments can be used to assess an individual’s performance in their current role or in preparation for a future role. There are four assessments covering increasing degrees of complexity of behaviours.

Level 1 - Self Leadership

Typically includes informal or emerging leaders without direct reports.

Level 2 - Team Leadership

Typically includes leaders who manage employees.

Level 3 - Department Leadership

Typically includes leaders who manage other leaders.

Level 4 - Executive Leadership

Typically includes executive and regional leaders.
